.NET 4.7 project is failing to build

I recently switched to .NET 4.7 framework from .NET 4.5.2 and after that my project is not building.

It says that there are syntax errors but they are not errors in .NET 4.7.
Errors are coming on "local function", a feature of C# 7, on line ~490.

Build worker image: Visual Studio 2017

How do I fix this?

    In your appveyor.yml add the following to build on VS 2017 image:

    image: Visual Studio 2017
