Builds stuck in the "queued" state

For RSpec, we have many builds that are queued up waiting to run, some as old as 10 days old. See, for example, this one:

This has happened a couple times before and I was able to fix it by cancelling a run-away long running build that was monopolizing our build capacity. That's not the case this time, though; as far as I can tell, we have no running builds to cancel...just lots of queued builds.

Can you help us out? Why are things stuck and how do we fix it?

    OK, starting new build should do a trick.

    So only new builds will work? There's no way to have the queued builds run? They are queued up for a number of in-progress PRs and we're waiting to see if the AppVeyor build passes...

    You can re-start them on build details page.
