branch is built despite `skip_branch_with_pr: true`

    Are you using the Create a new branch for this commit and start a pull request. option in GitHub when committing changes?

    No, I don't use it. I usually work locally and then push my branches. That branch was made locally without any changes through web-ui.

    But today's PR was run as expected, only with pr-build

    So are you only seeing this behaviour on initial opening of pull request? If so can you take a quick look at this issue.
