Slower network speed after SoftLayer Pro environment

After AppVeyor pro environments are moved into SoftLayer datacenters, I am having noticeable slowdown on network performance.
We are using RubyGems to download Ruby dependencies and upload artifacts to S3. After SoftLayer migration, both process became much slower than before.

Since our builds are mostly depending on network performance, not the actual computing power, this is a big concern for us.

    It's been SoftLayer from early beginning. We just migrated to a different data center within SoftLayer. How do you upload to S3 and to what region? How much slower did it become?

    Oh, I see. Although I can't test the exact time differences, but our build time increased from 2.5~4 min to 7.5~9min.

    During build, it downloads dependency from RubyGems (which uses CloudFront), collect artifact, and upload it to S3. Our S3 bucket is located in Asia Tokyo (ap-northeast-1). Both downloading RubyGems and uploading to S3 slowed down.
