Nuget packages get loaded from wrong path

As you can see in https://ci.appveyor.com/project/Bluscream/vrchatlauncher/builds/241...
Nuget downloads Fody into

Added package 'Fody.5.0.0' to folder 'C:\projects\vrchatlauncher\VRChatLauncher\packages'
but MSBuild tries to load it from
C:\projects\vrchatlauncher\VRChatLauncher\VRChatLauncher.csproj(218,5): error : This project references NuGet package(s) that are missing on this computer. Use NuGet Package Restore to download them.  For more information, see http://go.microsoft.com/fwlink/?LinkID=322105. The missing file is ..\packages\Fody.5.0.0\build\Fody.targets.

What can I do to make MSBuild load it from the correct folder or make nuget save it to the right folder?

    How about removing a dot here?

    This would scramble up the local folder structure where this solution is from

    I see.
    In any case, do you believe that this is due to some build machine problem?
    Or are you asking for specific nuget cli option?
