Visual Studio 2019 vstest.console not found, /logger:Appveyor not found

Selecting a "Visual Studio 2019" environment, unit testing does not work, because "vstest.console" is not found.

If attempting to run the script manually, /logger:Appveyor is not found.
"C:\Program Files (x86)\Microsoft Visual Studio\2019\Community\Common7\IDE\CommonExtensions\Microsoft\TestWindow\vstest.console" /logger:Appveyor "C:\Projects\BlackBox\UnitTests\bin\Release\UnitTests.dll"

    My current workaround is to specify the path explicitly:
    >
    > "C:\Program Files (x86)\Microsoft Visual Studio\2019\Community\Common7\IDE\CommonExtensions\Microsoft\TestWindow\vstest.console" "C:\Projects\BlackBox\UnitTests\bin\Release\UnitTests.dll"
