Unable to run vcpkg to install

Build is failing with this error: https://ci.appveyor.com/project/DallasLillie/cmem-alloc/builds/25111915
It seems that the "c:\Tools\vcpkg" directory does not exist on the machine despite that being the recommended way to run vcpkg on the AppVeyor official documentation shown near the bottom of the page here: https://www.appveyor.com/docs/lang/cpp/

I have a feeling this might be related to me using the VS2019 image but I don't know enough about what's going on to know for sure as I'm really new to all this.
