VS 2019 build can't find IIS service

Have attempted to switch build image from VS 2017 to VS 2019. We use the IIS service as part of our build but the startup step indicates the service is not available.Any ideas as to why this would be?

    IIS is currently not installed on VS 2019 image, however I've added an issue to do that: https://github.com/appveyor/ci/issues/3022

    There is a suggested workaround in that issue.
