Cannot refresh cache of installed packages under "cache: c:\tools\vcpkg\installed\"

I've tried to refresh the cache of installed packages under "c:\tools\vcpkg\installed\" but it doesn't seem to work.

When I completely disable the cache, it installs new packages and my build finishes:

But when I reenable the cache the build starts to fail again:

Are you able to inspect the situation around the cache of this project? If it is working properly, then something is wrong with the project configuration itself. But I cannot see the reason why it shouldn't work.

    Ok, I think I have found out. Saving cache is disable by default when using Pull Requests. That's is why it doesn't refresh the cache ;( . From here: https://www.appveyor.com/docs/build-cache/

    Or you can clean cache by calling an API: https://www.appveyor.com/docs/build-cache/#rest-api
