When I completely disable the cache, it installs new packages and my build finishes:
https://ci.appveyor.com/project/OpenSCAP/openscap/builds/31339776

But when I reenable the cache the build starts to fail again:

Are you able to inspect the situation around the cache of this project? If it is working properly, then something is wrong with the project configuration itself. But I cannot see the reason why it shouldn't work.

Gabriel Beckertag:help.appveyor.com,2012-11-13:Comment/481453272020-03-09T16:28:39Z2020-03-09T16:28:40ZCannot refresh cache of installed packages under "cache: c:\tools\vcpkg\installed\"

Ok, I think I have found out. Saving cache is disable by default when using Pull Requests. That's is why it doesn't refresh the cache ;( .
