error building R package

C:\rtools40\usr\bin\uname.exe: *** fatal error - cygheap base mismatch detected -

Is the start of the error message in https://ci.appveyor.com/project/shug0131/eudract .
This happens in response to the command "travis-tool.sh install_deps" in the appveyor.yml

Nothing was changed in the code, as only an issue was added within github. Please could you advise how to fix

    The last successful build was on April 6, 2020. The project is still running on the same Visual Studio 2015 image which was last updated on 17th of January, 2020. So, the current failure could be because of some "upstream" updates downloading during the build.
