Cygwin bison enters endless loops, and times out builds, since about a week
On our appveyor instance, for about a week, we experience timeouts.
Using RDP, I went on the build box to see what happens. 2 instances of cygwin64 bison use up all CPU, so that the build never finishes . I workaround (on main branch trees), by using winflexbison instead. Just a heads up, in case someone has similar experience.
https://ci.appveyor.com/project/RasmusJohansson/server/builds/41448466 is an example of such a build, nothing happens after about 10 minutes into the build. I'm not even sure how to reproduce that, unless on appveyor, if I use local cygwin installation, latest one, with updated bison, everything works ok.
