Trying to access lib.exe through non-standard SDK

Similarly to the question here, I wish to access lib.exe in order to generate the .lib files (also for FFTW).

The difficulty is that I'm building for python so am using something along the lines of this demo project. The actual project I'm trying to do this for is pyfftw.

I have a little power script but I just can't work out where the lib.exe executable is, nor is it in the path. Any ideas how to approach this?

    To be clear, the difficulty is in the fact that the SDK used is dynamic.

    lib.exe could be find in many places. For example, there is one in C:\Program Files (x86)\Microsoft Visual Studio 12.0\VC\bin folder.

    Apologies for the slow reply. I managed to solve the problem by fiddling with scripts. The code is in the above repository.
