    I never installed it sepeately I thought it was apart of the azure tools

    @Feodor It appears to be a separate download for some reason.

    Storage Emulator 4.2 found here: https://azure.microsoft.com/en-us/downloads/
    Can be found way at the bottom under storage emulator

    OK, will schedule the deployment to build worker images.

    In the meantime you can use this script to install during the build:

    $msiPath = "$($env:USERPROFILE)\MicrosoftAzureStorageEmulator.msi"
    (New-Object Net.WebClient).DownloadFile('http://download.microsoft.com/download/0/F/E/0FE64840-9806-4D3C-9C11-84B743162618/MicrosoftAzureStorageEmulator.msi', $msiPath)
    cmd /c start /wait msiexec /i $msiPath /quiet
