Ubuntu1604 missing Python virtual environments

The documentation states that Python virtual environments should be available at, for example, $HOME/venv3.8:

Indeed, this used to be true. However, sometime in the last few months, these virtual environments are no longer available. Here's the output of ls $HOME:

Qt appveyor-tools common.log projects vcpkg
