Build mysteriously started failing with filedescriptor failures -- no changes, no dependency changes

I'm tracking the issue here: https://github.com/pre-commit/pre-commit/issues/294

Here's two builds that are of the same revision and install the same dependencies (you can verify this because they are printed).

Passing: https://ci.appveyor.com/project/asottile/pre-commit/build/1.0.267

Failing: https://ci.appveyor.com/project/asottile/pre-commit/build/1.0.271

This started failing somewhere between 13 Nov, 2015 11:06:04 - 11:16:09 and 17 Nov, 2015 13:21:15 - 13:24:49

    OSS accounts have been migrated to a new environment with build worker images re-installed from scratch... but I don't see what might be wrong with Python installation from the error.

    Btw, look at this build: https://ci.appveyor.com/project/dnephin/compose/build/inlude_git_sh... - tox there is installed differently.

    My initial poking seems to indicate that your images upgrading bash broke my build.

    Removing my workaround from http://help.appveyor.com/discussions/problems/1531-having-issues-with-configured-git-bash allows pytest to start, but ends up hitting other problems that I guess I can look into?
