Docker API Minimum version update

Hello,

We are using AppVeyor to run tests for AWS SAM CLI https://github.com/aws/aws-sam-cli. We need to update our Docker API version to 1.44 since that is the latest minimum required by Docker. It seems that in Windows in AppVeyor, the Docker API version is 1.40, can this be updated to at least 1.44?
