Build is scheduled, but worker is not starting

Dear Support,
We have a problem:
Builds job are scheduled and started, but worker is not starting again and again. The same situation if there is only one build in a queue:

    Hi Oleg,

    We are having problem with Ubuntu1804 and 1604 images as they don't work with newer certificate roots. Please switch your builds to Ubuntu (which is 22.04) image.
