New builds don't start, settings can't be saved

I created a new project connected to GitHub, added `appveyor.yml` in the master branch and pushed the change. The change wasn't picked up. Clicking on "New build" failed and showed the attached red message. Trying to to modify and save project settings failed showing the same red message. What's the problem?
