from mingw or from git. cp is not a cmd built-in, but powershell
has it as an alias. Depends exactly what you're doing, but
preceding the line in appveyor.yml that is running cp with ps:

Files\Git\usr\bin</code>, but for some reason the last update
removed that from PATH. I'm investigating what's wrong. For now
