<p>It looks like it is <a href="https://github.com/Microsoft/vsts-tasks/issues/3762">this</a> issue. Adding <code>dontnet restore src</code> as before build script should fix this error.</p>
<p>However I think that later you may hit another problems described in <a href="https://github.com/appveyor/ci/issues/1404">this</a> issue. We are working on fixing it, but for now you might need to use <code>dotnet pack</code> and <code>dotnet publish</code> to create nuget and webdeploy artifacts.</p>
