dotnet command unpacking on VS2017 image

When running dotnet restore for the first time, the .Net Core runtime does some unpacking and installation. This adds 2 minutes build time. This initialization used to be already inside the VS2017 image. Can you please re-add that to reduce build time?

    What .NET Core version/SDK is that? Can you please check in .csproj and global.json?

    Added a new issue here:

    You can switch SDK to version 1.0.2 - that should do the trick.
