On a Win32 platform, the Start-Service PostgreSQL is launching the x64 service which does not exist.

    We use 64-bit OS regardless of what platform is set to. This setting affects build behavior (32-bit binaries will be built), but OS stays the same.

    Actual problem is that Visual Studio 2017 build worker image does not have PostgreSQL 9.4 installed, as described here. If you need to stay with this PostgreSQL version, but still need to use Visual Studio 2017 build worker image, you have to install this PostgreSQL version on-the-fly, and I see that you already have that code in your YAML.

    Thanks for the pointer on PostgreSQL version. One will switch to PostgreSQL 9.6
