How to enable allow_failures for all cases

I'm looking into integrating Appveyor with a github project PRs, but for now I don't want failures in any of the builds to block PRs in github. I was trying to set allow_failures: to always be true, but I'm tripping on the semantics, or maybe I'm about this the wrong way?

Well, there is no way to set allow_failures for all combinations though it could be a feature request.
