Why can't the Agent install .NET and turn on IIS?

The page http://www.appveyor.com/docs/deployment/agent states:
The following is required on the server to run Deployment Agent:

Windows Server 2012 (Windows 8) or newer
.NET Framework 4.5.1 or newer Web Role (IIS) is installed if you are deploying web site

Surely it's straightforward for the agent to pull down the .NET 4.5.1 framework and turn on IIS right?

    Well, it's possible for sure, but currently it's out of Agent's scope. It's usually installed on production environments and installing .NET 4.5.1 for example requires server reboot.
