Skip files using the Regex

How would I go about skipping a particular file only during a deployment.

Currently I have \\web.config;\\robots.txt; in the skip files section, but this skips all web.config files, irrespective where they are. I only want to skip the root web.config file.

How do I target items from the root to explicitly state what should be skipped?

I tried ^\\web.config, but that didn't work.
