Build environment with only Visual Studio 2017?

Is there a way to do a build in an environment that has only Visual Studio 2017 (and SDKs, meaning no Phone 8.0 or Win 8.1 for example), like an actual user might on his development machine?

    You can do this with private build cloud. This option is available for Premium accounts only now (trial is free).
