Is it possible to setup multiple build/deploy configurations for the same branch in a repo? Basically, we want to build and deploy to our Dev environment with every check in (as it is by default), but we only want to build and deploy to our Test environment at the time defined by our cron setting for the project.

Yes, you can have another project using the same repository.
