When the build deadlocks or will be cancelled, Xamarin licences won't be unregistered. Of course deadlock is already a big problem, but after that also al PR's will fail with the message:

Cannot activate Xamarin license. Code: TooManyMachines, Message: You have reached the maximum number of activations

Is there something we can do to prevent this?

   I don't have immediate solution/workaround for that, but I've added a new issue to look at: https://github.com/appveyor/ci/issues/646
