What 'os' setting should I use to get windows machine with no dotnet CLI bits installed?

Hi,

I am trying to setup VM without .NET Core SDK, but running

dotnet --info

show preview2 bits are installed.

I have even removed

os: Visual Studio 2015

What 'os' setting should I use to get windows machine with no dotnet CLI bits installed?

    Use os: Visual Studio 2013 image.
