How do I get SSDT in the Visual Studio 2019 image?

In the Visual Studio 2017 image, the SQL Server Data Tools are found in their normal location. However, in the Visual Studio 2019 image, the SSDT tools are not found. Do I need to install them, or might I have an incorrect path? Might I need to set an environment variable to define DacPacRootPath?

    I figured out that I needed to add a condition to my sqlproj to also look for the Community edition.
