Could web deployment support the AppOffline rule?

Yes, I also need support for the AppOffline. Some files are locked and make my WebDeploy fail. This would be a great solution.

"app offline" feature has been deployed. There is a new setting on UI and in appvayor.yml use:
```
  provider: WebDeploy
  app_offline: true
  ...
```
