InnoSetup update in Visual Studio 2019 image

Hello. Please update InnoSetup in Visual Studio 2019 image to the latest stable release - 6.1.2. It includes some important changes such as build-in file downloads (very useful for different frameworks/runtimes).

I ported my projects to 6.1.2, but they fails to build on AppVeyor CI now.

    Hi Vitaly,

    I've added a new issue to upgrade InnoSetup during the next image update: https://github.com/appveyor/ci/issues/3601

    For now you can update InnoSetup during the build by using a script: https://github.com/appveyor/build-images/blob/master/scripts/Window... - update installer URL to 6.1.2.
