Custom VM image for build

My project depends on a large number of 3rd part components, some of them such as DevExpress Universal takes about 30 minutes for download and installation. I was wondering if there is any way to create custom VM with a build agent and have all dependencies pre installed. Naturally in this case I'd be using the azure credit from my subscription but that is not a problem.
