Downloading AV artifacts from within appveyor.yml

I'm doing a rolling ruby trunk build on AV and the build is saved as an artifact. Other repos are using it for testing against ruby trunk.

Is it possible to use a local base URI for that? I saw mention of APPVEYOR_API_URL in Build Worker API, but nothing seemed to work.

At present, I'm using a base of https://ci.appveyor.com/api/projects/, which could 'stay local' anyway...
