Add perl to vs2017 image
We are using perl for our appveyor builds but we are having problems upgrading to vs2017. Looks a perl problem and according to https://www.appveyor.com/docs/build-environment/#perl there is no regular perl installed in the vs2017 image (probably we get a cygwin one). Would it be possible to also install perl in the vs2017 image?
