install script failing reports successful build
We have a script running in install in a repository which currently fails in appveyor, which is fine. The issue is that while the script fails (exits with code 3), the build gets reported both in the UI and to GitHub as passing, even though it never runs the tests since the install fails. If the install fails, I'd argue the build should be marked failed as well.

Never mind, someone had added that to an allowed failure when it was very much not allowed.
