Failed to connect to port 443: Timed out

Appveyor intermittently fails to connect to GitHub and other hosts:

Build started
git clone -q C:\projects\webdrivers
git fetch -q origin +refs/pull/96/merge:
fatal: unable to access '': Failed to connect to port 443: Timed out
Command exited with code 128

Log -

On a different project it fails to open in Firefox (selenium test). Restarting the run often fixes it, but not always. It takes a few restarts some times.

    We are aware of those intermittent issues (our monitoring caught it as well), but we still did not root cause it. Can you send us links to more failed builds like this so we could find any commonality?

    I think we detected unhealthy Hyper-V node, working on it now.
