Unable to build Docker image for Windows 1809: Error "Build worker image not found: Windows Server 2019"

Hi dear support team,

I am a maintainer of the project Traefik (https://traefik.io/) and we are currently trying to add a new Docker image for Windows 1809 (and eventually upcoming Windows 1903) to our official Docker image (source in https://github.com/containous/traefik-library-image).

Actually, we are using App Veyor with no issue for building and smoke-testing the Windows Docker Image from windows sac2016, using the image "Visual Studio 2017": https://github.com/containous/traefik-library-image/blob/e4c8d20f251d6e22fafd4ee862954810b576e3d7/appveyor.yml#L12.

Following Stefan Scherer's library, in https://github.com/StefanScherer/dockerfiles-windows/blob/master/appveyor.yml, I tried to use the image "Windows Server 2019" for adding Windows 1809, but my build is erroring with the message "Build worker image not found: Windows Server 2019".

It looks like that this image is available per-request, as referenced in https://help.appveyor.com/discussions/problems/23601-new-docker-windows-images-not-able-to-pull-with-current-windows-host. Could you allow us to use it on these 2 accounts:

- The official project, using the account "traefiker" on App Veyor (ref. https://ci.appveyor.com/project/traefiker/traefik-library-image/history)
- My personal account ("dduportal"), allowing me to test and validate Docker images

With the upcoming Windows 1903 support, would it be possible to grant us the same request, but also for the image "Windows Server 2019 version 1903" as referenced in https://github.com/appveyor/ci/issues/3023#issuecomment-511650574 please?

    Windows server 2019 build image has been enabled on both accounts.
