pywin32==226: The specified module could not be found

pywin has recently (11/10) released version 226. However, this leads to the following crash (trying to run jupyter):

File "C:\Users\appveyor\AppData\Roaming\Python\Python36\site-packages\jupyter_core\", line 359, in win32_restrict_file_to_user
    import win32api
ImportError: DLL load failed: The specified module could not be found.
restricting pywin32 to <226 works around the problem.

    This appears to be fixed with pywin==227.
