I'm currently able to download that archive using
curl
command. Here is the build results: https://ci.appveyor.com/project/FeodorFitsner/simple-console/builds...Could it be that cert was fixed overnight? Give it another try.

Sorry for getting back late. The issue popped up due to the Letsencrypt root cert expiration https://letsencrypt.org/docs/dst-root-ca-x3-expiration-september-2021/
It is now working again. This is either due to you having fixed the root CA store or the PHP people having changed their cert to use a the alternate letsencrypt chain
