Miniconda36-x64 fails because of charset-normalizer-2.0.4

the miniconda36-x64 build keeps on failing because of the charset-normalizer-2.0.4 and I don't believe I can do anything about. Its part of the image that comes after running:
conda update -q conda

is there a way for me to exclude it?

Minconda37-x64 & Miniconda38-x64 both work fine. Attaching the log for the failed build
