Python 3.13.1

Dear AppVeyor team,

According to the docs, Python 3.13.1 (which provides many relevant bug fixes) should be available under Visual Studio 2019 and 2022 since Dec 28, 2024. However, our build still fails for Python 3.13 because only `3.13.0rc1 (tags/v3.13.0rc1:e4a3e78, Jul 31 2024, 20:58:38) [MSC v.1940 64 bit (AMD64)]` seems to be available.

    This should be fixed for Visual studio 2019 image now. A fix for Visual Studio 2022 will be deployed later today.
