Yes, it is double checked. And also no complaints came after other Visual Studio 2013 image users after this update... Please send a link to the specific build so I double-check what image was used. Also try Previous Visual Studio 2013.
According to this article, the solution is pretty simple, next folder should be emptied:

I made this manually and was able to run the build using command-line.
@Ilya, could you please empty this folder on your image? Of course, I could add this command to my build script, but making image more stable is better I believe. Thanks
