Add Cygwin and Cygwin64 as image

Hi
One needs also to do A CI of our software against cygwin and cygwin64.
Do/Could you plan to add those 2 images?

    Both cygwin and cygwin64 are already available on build images: https://www.appveyor.com/docs/build-environment/#mingw-msys-cygwin
