Adding more debug information

There is not debug information if the deployments are skipped by filters in environment variables.
There should be a information in the console if the environment variables filter remove all the environments.

    OK, I see. We'll add messages for all skipped deployments, kind of "Skipping deployment X - condition does not match environment variables".
