Allow build status badge url to be more easily obtained

We're having great success setting up AppVeyor for more and more Julia packages, this is immensely useful for package developers who usually don't work on Windows to verify that installation and tests keep functioning for Windows users. Especially in combination with the new http://github-multi-status.herokuapp.com which makes the coexistence between Travis and AppVeyor a much nicer experience.

As I help more package developers get up and running with AppVeyor, it would be nice if non-owners could view and obtain the build status badge url more easily, that way I can add the AppVeyor Windows build status badge to the project's README in a simple pull request.

    Yeah, that makes sense. For public projects we'll add another predictable URL for getting build status image.
