Add support for the scoop installer?

Scoop (https://github.com/lukesampson/scoop) is a command-line installer for windows. It's simple to install and use, easy to provision apps with it, and has a much, much shorter review queue to apps then chocolatey.

It would be great if appveyor instances had scoop provisioned by default.

    I'm also interested in using scoop on AppVeyor. The chocolatey package update process is indeed frustratingly slow.
